<p>Based on the current laws and regulations the definition of special education is teaching and educating exceptionally needy children with special needs in the least restrictive environment. Many people are involved in the implementation and determination of special education. Many public and private schools offer a variety of special education programs.</p>
<p>Several of the different types of  programs available are learning disabled, hearing impaired, and autism specific programs. Programs for the gifted used be included in with special education funding, however, it has been dropped from the federally approved guidelines.</p>

<p>The spread of awareness on issues like learning disability in India is very recent. There is still inadequacy in the rehabilitation services and special education programmes. Even if there are facilities, the lack of awareness prevents them from getting utilized. A better awareness of learning disorder and at the same time a better awareness of culturally acceptable means for treating the affected children can only decrease the burden on affected children, their families and society in India as a whole.</p>

<p>This article will discuss 2 autism screening tools the I provide are many effective in diagnosing autism. Autism is a complex developmental disability that usually appears during the first three years of a child&#8217;s life. It is defined by a unique set of behaviors and is considered a &#8220;spectrum disorder.&#8221; What this means is that a child can have different symptoms that go across a spectrum. Autism is often diagnosed by physicians, health care workers, or special education personnel.</p>
<p>Two effective screening tools to diagnose autism are the CHAT which stands for the Checklist for Autism in Toddlers, and the CARS which stands for the Childhood Autism Rating Scale. Both will be discussed now, as well as who can use these tools to diagnose autism.</p>

The most common and best-known verbal learning disability is dyslexia, which causes people to have trouble recognizing or processing letters and the sounds associated with them. Learning disabilities are present in at least 10 percent of the population.Although the number of children with learning disabilities is unknown, about 5% of the school-age population in the US receives special educational services for learning disabilities. There are as many learning styles as there are individuals. There are two types of the learning disabilities and they are information processing deficits this will contain the input, integration, storage, and output and specific learning disabilities this will contains the reading disability, disorders of speaking and listening, writing disability and nonverbal learning disability. Memory may be defective, including short- and long-term memory, memory use (eg, rehearsal), and verbal recall or retrieval.</p>
<p>People with learning disabilities have average or above-average intelligence, but their difficulties in managing the information their brains receive hold them back in school and at work, causing problems with self-esteem. One of the most painful aspects of having a learning disability is to have your brain’s inability to process information in certain ways mistaken for low intelligence. The disability usually only affects certain limited areas of a child&#8217;s development. In fact, rarely are learning disabilities severe enough to impair a person&#8217;s potential to live a happy, normal life.      </p>

<p>Although the history of autism likely initiated well during a century ago, autism wasn’t formerly recognized as its own condition, it was originally confused provided another mental disorder, schizophrenia. For many years, it was also believed that autism was the result of one, basic cause. Today, it is known that autism does not only have one cause, and nothing about the disorder is basic. History Autism</p>
<p>For instance, although all autistics have issues with social development, some may be highly gifted and learn to live independently, while others are mentally unable to grasp concepts and are completely dependent. However, you may be wondering, how did the history of autism develop and where did it all begin? The following are the main facts that outline the major breakthroughs in autism history.</p>
<p>• 1912 – Eugene Bleuler – a Swiss psychiatrist was the first to recognize a pattern in schizophrenic individuals who seemed to be self-absorbed. Bleuler referred to this self-absorption as “autism”; he was the first to create and use this term. However, he was not the first in the history of autism to recognize autism as being a separate mental disorder from schizophrenia. </p>
<p>• 1943 – Leo Kanner – an Austrian-American child psychologist was the first to recognize autism as an independent mental disorder. Kanner described a group of 11 children having the following common characteristics: o Displaying anguish with changes o Problems with social interaction o Delayed echolalia (vocally repeating the sounds or words of another) o Good memory o Overly sensitive to specific stimulants, particularly sound o Problems with food o Difficulty being spontaneous o Notable intellectual potential Kanner labeled the behaviors of these 11 children as having early infantile autism.</p>
<p>• 1944 – Hans Asperger – an Austrian scientist and pediatrician, wrote about his experiences with a group of children he came to call autistic psychopaths. Asperger noted many of the same traits in the children that Kanner studied. However, the one trait he did not mention was the delayed echolalia. Instead, he noted that his group of children spoke like “little grown-ups”. Asperger also mentioned their clumsy motor skills that were different from the average child. If the name Asperger looks familiar, this is because he plays a major role in the history of autism in regards to Asperger Syndrome, now recognized as a specific type of high functioning autism.</p>
<p>• 1967 – Bruno Bettelheim – An Austrian-American child psychologist and writer wrote The Empty Fortress: Infantile autism and the birth of the self. Within his work, Bettelheim discussed three therapy session he had with children whom he called autistic. Bettelheim claimed that the autistic disorder was the result of their mother’s coldness. It was his belief that parents should not be involved in the children’s therapy. This lack of understanding of the condition left many parents wrongly feeling they were somehow to blame.</p>
<p>• 1970’s – Autism knowledge and research spread to Sweden. The Erica Foundation in Sweden began education and therapy for autistic children. During their research, it was discovered that autism was more complex than initially realized. This led researchers down a new path, making them realize, for one of the first time in the history of autism that there was more than one, general cause of autism.</p>
<p>• 1980’s &#8211; Autism research really took off and more researchers were becoming convinced that the typical reasons were related to neurological disturbances, which may be on occasion combined with other genetic factors such as chromosomal aberrations, metabolic disturbances, or illness.</p>

			<content:encoded><![CDATA[<p>The term learning disability (LD) refers to a group of disorders that affect a broad range of academic and functional skills including the ability to speak, listen, read, write, spell, reason and organize information. A learning disability is not indicative of low intelligence. People with learning disabilities sometimes have difficulty achieving at their intellectual level because of a deficit in one or more of the ways the brain processes information.</p>
<p>Interestingly, there is no clear and widely accepted definition of &#8220;learning disabilities.&#8221; Because of the multidisciplinary nature of the field, there is ongoing debate on the issue of definition, and there are currently at least 12 definitions that appear in the professional literature. These disparate definitions do agree on certain factors: </p>
<p>1.	The learning disabled have difficulties with academic achievement and progress. Discrepancies exist between a person&#8217;s potential for learning and what he actually learns. </p>
<p>2.	The learning disabled show an uneven pattern of development (language development, physical development, academic development and/or perceptual development). </p>
<p>3.	Learning problems are not due to environmental disadvantage. </p>
<p>4.	Learning problems are not due to mental retardation or emotional disturbance.</p>
<p>Experts estimate that 6 to 10 percent of the school-aged population in the United States is learning disabled. Nearly 40 percent of the children enrolled in the nation&#8217;s special education classes suffer from a learning disability. The Foundation for Children With Learning Disabilities estimates that there are 6 million adults with learning disabilities as well.</p>
<p>Little is currently known about the causes of learning disabilities. However, some general observations can be made: </p>
<p>•	Some children develop and mature at a slower rate than others in the same age group. As a result, they may not be able to do the expected school work. This kind of learning disability is called &#8220;maturational lag.&#8221; </p>
<p>•	Some children with normal vision and hearing may misinterpret everyday sights and sounds because of some unexplained disorder of the nervous system. </p>
<p>•	Injuries before birth or in early childhood probably account for some later learning problems. </p>
<p>•	Children born prematurely and children who had medical problems soon after birth sometimes have learning disabilities. </p>
<p>•	Learning disabilities tend to run in families, so some learning disabilities may be inherited. </p>
<p>•	Learning disabilities are more common in boys than girls, possibly because boys tend to mature more slowly. </p>
<p>•	Some learning disabilities appear to be linked to the irregular spelling, pronunciation, and structure of the English language. The incidence of learning disabilities is lower in Spanish or Italian speaking countries. </p>
<p>Children with learning disabilities exhibit a wide range of symptoms. These include problems with reading, mathematics, comprehension, writing, spoken language, or reasoning abilities. Hyperactivity, inattention and perceptual coordination may also be associated with learning disabilities but are not learning disabilities themselves. The primary characteristic of a learning disability is a significant difference between a child&#8217;s achievement in some areas and his or her overall intelligence. Learning disabilities typically affect five general areas: </p>
<p>1.	Spoken language: delays, disorders, and deviations in listening and speaking. </p>
<p>2.	Written language: difficulties with reading, writing and spelling. </p>
<p>3.	Arithmetic: difficulty in performing arithmetic operations or in understanding basic concepts. </p>
<p>4.	Reasoning: difficulty in organizing and integrating thoughts. </p>
<p>5.	Memory: difficulty in remembering information and instructions. </p>

<p>While we excitedly await the many changes that will be occurring in Washington, and changes in our daily lives, we need to remain ever-diligent about how those changes will affect our <a href="http://advocates4learning.com/" target='_blank'>Students with learning disabilities</a> and the fulfillment of our child&rsquo;s <a href="http://asktheadvocates.com/" target='_blank'>IEP</a> in the school. </p>
<p>The election brought many changes and among those was the lack of mill-levy funding to many schools throughout the nation. This will mean inevitable cutbacks on staff and services within the districts, and unfortunately, some of those cuts will happen in many Special Education departments. Many teachers will be forced to add more students to their contact sheets and classrooms, not only regular education kids but special education kids that require services. Some services may be provided by personnel that are not highly trained or qualified, in an effort to cut back on higher paid specialists.</p>
<p>Now is the time for parents to be more aware of what is happening in your child&rsquo;s school.</p>
<p>    * Make sure you request an IEP team meeting to refresh and ensure that all your child&rsquo;s needs are provided and who is providing those services.<br />    * Hold the school accountable for providing the highest quality goals for your child, not matter what the cost.<br />    * Help the school with creative ways to fund your child&rsquo;s needs&hellip;..maybe an out-sourced provider or specialist that could provide the same services at a reduced rate for the school.</p>
<p>You must do the best you can to monitor the situation and the services that your child is receiving.</p>
<p>    * Visit the school and sit in on class to observe the activities, and be sure to have a lunch-date with your child occasionally. This is a great time to observe the surroundings.<br />    * Make sure that you know each providers&rsquo; name, email and phone number and give them your contact information.<br />    * Ask them if there is anything you can do to insure that your child is receiving all the services on the IEP. This is also a good way to make sure that the teacher knows what your child should be receiving.<br />    * Stay aware of what is happening in your child&rsquo;s school and always keep the lines of communication open with teachers and other parents. They are your best source of information.</p>
<p>If you feel that your child is not thriving or achieving as expected, don&rsquo;t wait for the next IEP meeting. You have the right to request a meeting at any time. Follow protocol and send your request to the Special Education teacher and the Principle in writing.</p>
<p>Don&rsquo;t hesitate to ask a friend, family member or doctor to attend with you if you don&rsquo;t want to go alone.</p>

			<content:encoded><![CDATA[<p>As parents you advocate for your children from the moment they become the center of your world, it is part of the job description!  You have absolute authority because no-one knows your children like you do.  </p>
<p>Before you even became a parent advocate you were pretty accomplished self-advocates: used to figuring out what you need and making it happen, with varying rates of success of course.  So if self-advocacy is a daily routine for us and advocacy for our children is a natural part of parenting, how can we use the same skills to navigate the somewhat unfamiliar territory of special education? </p>
<p>Truly no-one knows your child like you do, so find a clear, concise, and positive way to describe your child to her teachers.  Never dismiss or ignore anything teachers say about your child.  Treat the information as neutrally as you can and figure out how to use it to learn more about your child and her needs.  Try to integrate all the information you receive to create a whole picture of your child.</p>
<p>Don’t spend time and energy disputing other people’s perspectives even if you think they are wrong. Remember, the Individualized Education Plan (IEP) already contains your positive perspective on your child.<br />
If information sounds very negative, ask the person to reword their thoughts in a positive way.  If it conflicts with your picture of your child, remember that her behavior is a product of her environment and the relationships she has with the people she shares it with, try to change her environment and strengthen the relationships she has with others. It’s OK to have goals for your children and to expect other people to get excited about them also.  If your goal is for your child to have a best friend at school or to learn to read, why would her teacher not want this too?  Share your goals and ideas and invite teachers to share theirs also.</p>
<p>If you want to see your child achieve her goals, you have to be absolutely clear with yourself, and others, about what success will look like and what you are prepared to do to support your child in achieving the goal.</p>
<p>Focus only on the goal.  The truth is that energy flows where the mind goes.  Some healing may occur once your child starts to make progress towards the goal.  Success feeds off success and pain feeds off pain, so choose success.</p>
<p>Never doubt your goal is achievable.  If you feel discouraged hold onto the goal and decide if you need to take a different road to achieve it.</p>
<p>Make requests of people, and avoid making demands.  Ask if people are willing to help you explore and idea or try something new.  I find that people are more enthusiastic about pursuing their own goals and ideas than those that are imposed upon them. </p>
<p>Focus on relationships.  </p>
